Accident Occurred in the Main Shaft of the Cook Mine as Both Were Being Raised to the Surface.

CENTRAL CITY, COLO., July 29.-- This evening about 5 o'clock Alfred Swanson and Robert N. Vaughn were instantly killed at the main shaft of the Cook Mine. The cause of their death is a mystery and will probably remain so. Both men were late coming from work and were the last ones to come up the shaft.
When the engineer had the cage between the 800 and 900-foot levels, he felt something jerk, and immediately stopped the machinery. Upon waiting a few minutes and no signal coming to hoist, he became suspicious that something was wrong and asked a couple of the miners to go down the shaft and see what the trouble was. The men cut a hole into the cage shaft about the 800 foot level. Then they went on down and found the empty cage. They then continued to the bottom, where they found both men in a slump.
Both bodies were terribly bruised, hardly a whole bone being left. The tops of their heads were cut just above the eyes.
It is supposed that Swanson's boot, which was found at the 1,300 foot level and which showed a mark across the toe, caught between the cage and the timbers. It is probable that as his partner saw him going he attempted to rescue him, and was himself pulled into the timbers, and both bodies were precipitated into the shaft, a distance of about 600 feet.
Swanson was a well-known miner of this county, having lived here for about twelve years. He was prominently identified with the local Miner's Union, having held the position of President and also of Financial Secretary. He was also well known in Knights of Pythias and Odd Fellow circles. He was 37 years old and single. He has a father and sister living in Sweden, but no relatives in this country.
Richard Vaughn was about 26 years old. He was a student at the State School of Mines at Golden. He came to this city to spend his summer vacation and was working at the mine in order to get some practical knowledge of mining engineering. His home is at Clearfield, Ia. He was engaged to be married to Miss Hoyt, daughter of former Warden W. A. Hoyt of Golden. (Includes photo of Robert M. Vaughn.)

CENTRAL CITY, Colo., July 30.--Mystery still envelopes the death last night of Robert M. Vaughn and Alfred Swanson in the Cook Mine. An inquest, which was held this afternoon by Coroner Asquith, threw but little light on the affair.
The inquest developed little that was new. Foreman Davis of the mine stated that upon further examination today four machine drills were found in different places in the shaft. The supposition now is that the men on quitting work placed the drills in the center of the cage, with one holding them and that in some manner the drills dropped and were caught in the timbers.
It is the theory of some that the drills struck the men; that the latter were then caught between a timber and the cage, and from there fell to the bottom.
Swanson's hat, with the upper part of his head in it was found tightly wedged in a corner between a timber and the side planks of the shaft. The jury found that no one was to blame for the accident.
The funeral of Swanson will take place tomorrow afternoon at 1 o'clock from Anderson's Undertaking establishment. In charge of the Knights of Pythias, the Odd Fellows and the Miners' Union. A telegram has been received stating that Vaughn's father has left Iowa and will be here by Monday, when it is probable that the body will be shipped to Iowa.

A List That Will Prove Interesting Reading to Taxpayers--There Are Some Bankers and Merchants Appointed That They Might Arm for Personnel Protection--Some Choice Specimens Will Be Found, However--Deputies Who Have Made Records and Are Not Entirely Unknown to Fame.
Sheriff Burchinell has about eight hundred deputies to assist him in preserving the peace in Arapahoe County. That is ostensibly the purpose for which the appointments were made. In his testimony before the senate investigating committee, Chief Clerk Davidson of the Sheriff's office swore that these men all took the oath of office, that he supposed they were all authorized to carry weapons, and were subject to the call of the sheriff at any time. He said that their commissions were good as long as their chief held office, unless they were removed or resigned.
The testimony was that some of the parties who hold commissions were appointed simply for the purpose of arming themselves for personal protection, and that others are watchmen.
There are a good many bankers, merchants and men in similar pursuits among these appointees. Others are equally well known in the community and have made "records" as officers during Burchinell's administration. Those familiar with the criminal history in Arapahoe County will readily recognize the names of some of the choicest specimens of Western civilization. Police Officials Will Issue No More Permits
The fire and police board has adopted new rules in relation to issuance of special policemen's commissions. These are given usually for the purpose of allowing the parties named to carry a revolver. Applications for this privilege are made by all sorts and conditions of men, and sometimes the reason for this course are exceedingly trivial. For instance one man says that about a year ago, an attempt was made to hold him up, and he is afraid to walk the streets at night without being armed. Collectors, clerks and men who would not need a gun in a life-time in the pursuit of their legitimate business, ask for a special policeman's commission. The board has issued a new form of applications which must be filled out in every instance, and the matter is then referred to the Chief of Police. A big batch was returned by that officer yesterday with recommendation that the requests be not granted, and the board accordingly pigeon-holed them. It is announced that the former pernicious practice of handing out special commissions to every one who applied will be honored in the breach in the future.
